REGULATORY CONTEXT
Under Regulation 44 of the Children's Homes (England) Regulations 2015, the registered person must ensure that an independent person visits the home at least once each month. The independent person prepares a report addressing whether children are effectively safeguarded and whether the conduct of the home promotes their wellbeing.
Appointment as an independent person requires a separate check of eligibility and independence. Inspection preparation or consultancy for a home may create a conflict with an independent visitor role for that same home; MCA will review the proposed scope before agreeing any appointment.
Provider inspection support is advisory. It does not replace the registered person's responsibilities, an Ofsted inspection or independent Regulation 44 scrutiny.
